About SMITHA

Smart Meter Integrated Testing and Higher Analysis (SMITHA) is a joint project by CPRI, Bengaluru and CDAC, Thiruvananthapuram funded by MeitY, Govt. of India. The project aims at the development of an automatic test tool of DLMS/COSEM for Smart Energy Meters of different variants like NAN & WAN communication modules as per standard requirements.

Existing Meter Testing Scenario in India

The main challenge faced by Indian Utility was, collecting data from meters of different makes. Since Manufacturer specific software's were used to read data from meters, it was a cumbersome process for the Indian utilities to maintain track of various makes of the meters, their formats& their data reading. So as a solution an Open protocol DLMS/COSEM based on the standard IEC 62056 was adopted by India during 2002-2004 and Indian Standard IS 15959 was formulated based on Indian utility requirements during 2011.To evaluate the DLMS /Protocol enabled stack of Energy Meters, Conformance tests and Parameter verification tests based on IEC62056 & IS15959 standards were performed with third party tools like CTT &FET. But the testing with the expensive tools added cost on Smart meters. Also, the Test tools need to reflect technology changes as per BIS.

SMITHA for India
  • India alone requires more than 250 million smart energy meters
  • It is greater than that required for all the European union and is more than double of the US requirements
  • This is same in the case of other utility meters like gas and water meters
